Now Windows 8 Developer Preview is available for download, not only for developers for all. Yes you can download windows 8 developer preview without Dev tools. Both 32 bit and 64 bit full ISO is available in Microsoft to download. Here is the link below

Windows 8 is gonna be a wonderful OS, in terms of both usability and appearance. Thanks for providing direct links to download the pre-beta version.
